Does Cockburn have an emergency department?
No. Neither Cockburn Health nor Fremantle Hospital has an emergency department. For emergency care the nearest department is at Fiona Stanley Hospital in Murdoch, which sees both adults and children. Both of those still mean a drive and a waiting room, and the emergency department at Fiona Stanley works through patients by severity rather than arrival. Despite the 24/7 in its name, a quick online search will show its current opening hours before a small-hours trip.
